Hello,
These rubbers were glued on to this paddle with an adhesive that was not designed for removal. However, with time and patience you can pick off the rubbers slowly until it is bare. This process is difficult and will take a long time, unlike regular competition paddles that use regular table tennis glues that can be peeled off in seconds. So it is possible to peel these rubbers off, but quite difficult to do so without damaging the blade.
