It is the maximum thickness allowed to make sure the sponge and rubber total thickness is under 4.0mm. Some rubber topsheets are more than 2.0mm and others are less than 2.0mm. Choosing Max thickness allow both to be right at 4.0mm which is legal. Please be careful when excessively gluing or boosting max sponge thickness as you could easily go over the 4mm limit in a sanctioned tournament where they might be checking rackets.
